Frequently asked questions
Start here for guidance on the public portfolio and staff reporting workflow.
What is MERL?
MERL brings monitoring, evaluation, reporting and learning for climate and environmental projects into one portfolio. The public pages show project information; staff workspaces support data entry and review.
How do I find a project?
Open Explore Projects and filter by project name, county or scope, institution, sector, and financial year. Select Read more for a preview or open the full project profile.
What do the project status colours mean?
New / Not Started means implementation has not begun; Ongoing means work is underway; Completed means the project has been closed with completion evidence; Stalled means delivery is paused. A status is not the same as a report approval.
How is financial progress calculated?
Public financial completion compares amounts in approved reports with the recorded project budget. If there are no approved reports or no usable budget, MERL shows “Not yet verified” rather than implying zero delivery.
Why can I see a project but not its latest report?
Reports can be submitted and still under review. Only approved report summaries appear on the public site; staff see review queues within their authorised workspaces.
What is the financial year used by MERL?
Financial years run from 1 July to 30 June. For example, 2026/2027 covers 1 July 2026 through 30 June 2027.
Can partner organisations report on projects?
Yes. An authorised partner staff account can report on projects assigned to its organisation. County partner reports go through M&E review and then County Admin approval; national reports follow their national review chain.
What can a Data Collection Officer submit?
Data Collection Officers record project activities, indicators, evidence, challenges and lessons in the staff reporting form. Selecting an activity for observation does not automatically mark it complete.
Can I work without an internet connection?
Supported staff reporting forms can retain a draft on the device and synchronise when a connection returns. Stay signed in on the same device and do not clear browser data before confirming that the report was submitted.
Where can I find policies and county plans?
Use the document groups and filters above to browse national policies, county plans, regulations, circulars and general reports.
How do I correct a project or report record?
Sign in with the appropriate staff role and use the project edit or report correction workflow. Public visitors cannot change project records; contact the responsible MERL team if a published detail appears inaccurate.
Where can I get help?
Visit the Contact page for MERL support. For account access, ask your organisation’s administrator to verify your named staff account and assigned projects.
